$100M Mixed-Use Development Approved (Again) for Former Lincoln Park Site
Revived plan includes 498 new units, senior housing, and retail space called Trilogy at Olde Hampton


The Hampton City Council has unanimously approved a use permit allowing Trilogy Developers, LLC to move forward with a large-scale redevelopment of the former Lincoln Park public housing site. The plan, known as Trilogy at Olde Hampton, calls for nearly 500 new housing units, senior living apartments, retail space, and community amenities at the long-vacant property.
The project, estimated at $100 million, will include 380 apartments—284 market-rate and 96 senior-restricted units—along with 118 fee-simple townhomes. A small retail section is planned for services such as childcare and a salon, while amenities will feature a clubhouse, fitness center, pool, dog park, and central green space.
Lincoln Park was originally built in the late 1960s as a public housing complex of 275 units. After decades of decline and disrepair, it was demolished in 2016, leaving a large vacant tract near the heart of the city. The City has long seen the redevelopment of the site as an opportunity to turn the page on the old development while honoring the community’s history

The project is also expected to carry significant economic benefits. City planners estimate millions in new tax revenue once the community is fully built out, supporting schools, infrastructure, and city services. The location, just minutes from downtown and major employment centers, positions the site as a “gateway” to the Olde Hampton area, potentially spurring additional private investment nearby.
The Council approved the permit with nine conditions after the original 2023 use permit expired due to lack of construction. The new approval extends the construction timeline to five years. The new permit approval comes with conditions addressing issues such as stormwater management, traffic circulation, and phased construction. The City noted that the previous permit expired in 2023 due to delays in breaking ground, but with a five-year extension now granted, Trilogy Developers has a clearer path forward.
