Hampton Invites Public Input on Infill Housing Plan Book Initiative
Residents encouraged to attend July meetings to help shape future home designs for established neighborhoods
The City of Hampton is inviting residents to participate in a series of community meetings this July to provide feedback on its upcoming Infill Housing Plan Book, a new initiative led by the Community Development Department. The project aims to offer pre-approved home designs to support new housing construction on vacant or underutilized lots within existing neighborhoods.
What is Infill Housing?
Infill housing refers to new homes built on lots that have previously been developed—often replacing older homes or filling long-vacant parcels in established urban neighborhoods. These projects are seen as a sustainable alternative to suburban sprawl, making use of existing infrastructure while revitalizing aging areas. Infill homes can take many forms, from single-family houses to townhomes or mixed-use developments, depending on local zoning regulations and community character.
While infill development can raise property values and reduce blight, residents sometimes express concern when newer homes are much larger or stylistically different than neighboring structures. The City’s plan aims to address this by offering a selection of designs that reflect the character of Hampton's existing neighborhoods.
City Goals and Timeline
Through the Infill Housing Plan Book, the City hopes to:
Provide a catalog of pre-reviewed and permit-ready home plans.
Encourage private builders to invest in infill housing.
Support neighborhood revitalization while maintaining architectural consistency.
The City is working with Work Program Architects to create the home designs, and the plan book is expected to launch in mid-2026. To ensure community voices are heard, the City is holding two rounds of public engagement.

Residents are encouraged to attend one of the upcoming community meetings to learn more and offer feedback:
Monday, July 14, 6–7 p.m. at the Veterans Conference Room, Ruppert Sargent Building, 1 Franklin St.
Thursday, July 17, 6–7 p.m. at Christopher C. Kraft Elementary, 600 Concord Dr.
Saturday, July 19, 10:30–11:30 a.m. at The American Theatre, 125 E. Mellen St.
These sessions will help inform the initial design and layout options, following a lot analysis currently underway. A second round of public meetings is scheduled for later in 2025, when draft floor plans will be available for review.
