City of Hampton has issued a request for proposals (RFP) form contractors for its On-Call Bridge Rehabilitation contract, which will provide as-needed repair and maintenance services for City-owned bridges. Scope of Work
Tasks may include:
Sealing cracks and patching concrete on bridge decks, including the use of galvanic anodes to prevent corrosion.
Repairing rail systems, such as parapets, curbs, and safety walks.
Addressing settlement, cracking, or overlay issues in bridge approach slabs.
Rehabilitating or removing bridge joints to prevent leaks and damage.
Applying overlays to decks to enhance durability.
Repainting or recoating steel components on entire spans or select areas.
Repairing or replacing superstructure elements like girders and beams.
Aligning or replacing bearing devices.
Conducting concrete surface repairs on bridge substructures and culverts.
Applying protective coatings to concrete surfaces.
Repairing scour damage with riprap or other countermeasures.
Removing obstructions such as trees from upstream and downstream channels to improve water flow.
Standards and Requirements
All work must comply with a range of regulatory and technical guidelines, including City of Hampton Design and Construction Standards and Virginia Department of Transportation (VDOT) specifications.
Contractors will be responsible for all labor, materials, tools, traffic control, and equipment necessary to complete each task. Mobilization, erosion control, and proper disposal of materials are considered part of the standard work and will not be paid for separately unless specified in the task assignment.
Bidders must demonstrate at least three years of experience performing similar work and must be familiar with all applicable standards. Superintendents assigned to the project must have managed at least three similar rehabilitation projects in the past three years and must have completed an OSHA 30-hour Safety and Health course.
Contracting Process
The On-Call Bridge Rehabilitation contract will be awarded through a competitive sealed bidding process. The City reserves the right to reject any or all bids and may award multiple contracts if it determines doing so is in the best interest of the public.
