City Council to Hold Public Hearing on Long-Term Affordable Housing Goals
Hampton’s five-year housing plan guides priorities like federal funding for low-income housing
The Hampton City Council will hold a public hearing on Wednesday, August 13, 2025, to consider several related housing documents, including the City’s Five-Year Consolidated Housing Plan for Program Years 2025–2029, the FY2025 Annual Action Plan, and the Housing Needs Assessment. These plans form the foundation for how Hampton will invest federal housing and community development funds over the next five years. The hearing will take place at 6:30 p.m. in the Council Chambers on the eighth floor of City Hall, 22 Lincoln Street.
The Five-Year Consolidated Plan is required by the U.S. Department of Housing and Urban Development (HUD) and serves as a strategic guide for the City’s use of federal grant programs. It identifies local priorities, addresses housing challenges, and directs funding to the most pressing community needs, particularly for low- and moderate-income residents. The plan plays a critical role in shaping the programs and services that impact neighborhoods, housing stability, and quality of life across the city.

The Annual Action Plan is developed from the broader five-year strategy and outlines specific goals and projects for the upcoming fiscal year. It serves as the City’s annual application to HUD for federal funding and is typically adopted alongside the City’s budget. Together, these plans determine how federal dollars will be allocated to housing initiatives, infrastructure improvements, and public services.
Hampton receives funding through HUD’s Community Development Block Grant (CDBG) and HOME Investment Partnerships (HOME) programs. CDBG funds are used to support public infrastructure, housing rehabilitation, community centers, and services that benefit income-eligible residents. HOME funds are directed toward affordable housing needs, including rental and homeownership options for low-income households. These programs are essential to supporting projects that enhance livability, promote equity, and meet local housing goals.
The Housing Needs Assessment, included as part of the planning process, provides detailed analysis of housing trends, affordability gaps, and community needs. It uses data from the U.S. Census, American Community Survey, CHAS database, and local sources to help the City make informed, equitable decisions. Public input also shaped the proposed plans, with feedback collected through interviews, focus groups, community meetings, and surveys.
Among the priorities identified in the 2025–2029 Consolidated Plan are expanding and preserving affordable housing, investing in neighborhood infrastructure and public facilities, supporting community services such as education, health, and job training, enforcing fair housing laws, and ensuring effective program management. These goals align with the City’s strategic focus and commitment to inclusive growth.
