The Hampton City Council has approved all necessary changes to allow the redevelopment of the former Wood’s Orchards property into a high-density multifamily housing complex. The decision came during the Council’s scheduled meeting on Wednesday, July 9, 2025, following a public hearing and staff recommendations in support of the project.

The approved plan, known as Orchard Oaks on the Boulevard, will transform approximately 10 acres at East Mercury Boulevard and Woodland Road into a residential community featuring four apartment buildings with a total of 316 units, a central clubhouse, outdoor pool, and other amenities.

Council voted to amend the Hampton Community Plan, changing the land use designation for the affected parcels—183 and 183A East Mercury Boulevard and 261, 265, 303, and 305 Woodland Road—from Low Density Residential to High Density Residential. The Council also approved rezoning the properties from General Commercial (C-3) and One-Family Residential (R-11) to Multiple Dwelling Residential (MD-4) and issued a use permit to authorize the multifamily development.

City staff supported all three applications, noting that the project aligns with Hampton’s land use and resilience goals. Staff highlighted that the development would revitalize a long-vacant property, provide new housing options in a growing area, and incorporate design features to complement the surrounding neighborhood. Plans include energy-efficient construction, landscaped buffers, and the adaptive reuse of the original Wood’s Orchard barn as a community feature.

The development will include one three-story building and three four-story buildings. The lower building will front Woodland Road to better transition to adjacent single-family homes. The site also includes 420 parking spaces, bicycle storage, sidewalks, and shared resident amenities.

A traffic impact analysis determined that the development would generate fewer daily vehicle trips than what is permitted under the site’s previous zoning. Recommendations include adding turn lanes along East Mercury Boulevard to improve traffic flow.

The Planning Commission previously recommended approval of the project. While public feedback at a March 2025 community meeting was mixed, Council’s final decision moves the project forward.

Data regularly published by the City of Hampton compares year-over-year crime statistics and the latest report on the City’s website presents an overall increase in total violent crime, including an increase in gun violence in the period of January 1 to June 30, 2025 versus the same period 2024. According to the report the City has experienced more deaths and injuries from gunshots during the first six months of 2025, though there were also notable positive changes in other crime categories like residential burglary and drug offenses.

Increases in violent and property crimes

A report titled “Gunshot Injury Data of Murder and Assault Offenses” indicates that in the first 6 months of 2025, there have been 11 “Persons Deceased with Gunshot Injury", almost double the total from the same period in 2024. The category “Persons Injured from Gunshots (not deceased) also increased from 21 to 25 during the comparison periods.

Another comparison report provides information on “Part I Offenses” — comprehensive category that combines various serious criminal acts such as Violent Crime and Property Crime — saw an increase of 236 incidents, or 11.30%, rising to 2,324 offenses in 2025 from 2,088 in 2024. For example:

• Within violent crimes, Murder/Nonneg Manslaughter more than doubled, increasing from 5 incidents to 13, a 160.00% rise.

• Robbery increased by 17 incidents, seeing a 51.52% rise from 33 to 50 incidents.

• Rape/Sexual Assault rose by 7 incidents, marking a 35.00% increase from 20 to 27 incidents.

• Total Property Crime also increased by 207 incidents, or 10.66%, from 1,941 to 2,148 (with Larceny and Motor Vehicle Theft being key contributors to this rise.)

Positive trends in other crime categories

Despite the overall increases in some offense categories, the data also highlights several positive trends indicating a decrease in specific offense types between January 1 - June 30, 2024, and January 1 - June 30, 2025. These include:

• Burglary, classified as a Part I Property Crime, experienced a more substantial reduction, decreasing by 34 incidents, or -26.15%, falling from 130 incidents in 2024 to 96 in 2025.

• Aggravated Assault, which is categorized as a Part I Violent Crime, saw a slight decrease of 3 incidents, or -3.37%, dropping from 89 incidents in 2024 to 86 in 2025.

Furthermore, the broader "Select Offenses" category showed an overall decrease of 189 incidents, or -7.15%, declining from 2,643 to 2,454, including several significant reductions in reported incidents:

• Simple Assaults decreased by 94 incidents, representing a -9.06% reduction, falling from 1,037 to 943.

• Residential Burglary dropped by 36 incidents, a substantial -39.56% decrease, from 91 to 55.

• Weapon Offenses decreased by 57 incidents, showing a -20.28% reduction, from 281 to 224.

• Drug Offenses fell by 28 incidents, a -10.81% decrease, from 259 to 231.

• Destruction of Property decreased by 21 incidents, a -3.22% reduction, from 653 to 632.

Residents of Hampton have the unique opportunity to experience the life of a firefighter through the Citizen Fire Academy, a free, immersive eight-week program hosted by the Hampton Division of Fire and Rescue. Fire Pit Regulations Updated for Safer Burning

The Fire Division also reminds residents of updated open burning and fire pit regulations. Key rules include:

• Pits must be no larger than 3 feet wide and 2 feet tall.

• Portable pits must be placed 15 feet from structures; permanent ones must be 25 feet away.

• Fires must be attended at all times, with extinguishing equipment nearby.

• Burning yard waste, leaves, or items collected by Public Works is prohibited.

The city enforces the 4 PM Burning Law, which allows outdoor burning only between 4 p.m. and midnight from February 15 to April 30. The Fire Department will no longer intervene in smoke complaints when rules are followed, instead referring residents to local and state fire codes.

New Wythe Fire Station #3 Brings Modern Response Capabilities

The model follows statewide guidance under the Marcus Alert system, created in 2020 to improve outcomes in mental health-related emergency calls.

A proposed restaurant overlooking Sunset Creek is under consideration at Thursday’s Planning Commission meeting. The applicant, Fishers Landing Eats, is requesting a use permit to open a 1,026-square-foot restaurant with outdoor dining and alcohol sales at 4330 Kecoughtan Road—an area currently zoned Light Manufacturing (M-2).

The proposed restaurant would include both indoor and outdoor dining areas and operate daily from 11:00 a.m. to 9:00 p.m. Although alcohol sales are planned, there will be no live entertainment. City staff notes that while a previous restaurant operated at this site, the expanded outdoor dining now requires special approval due to zoning restrictions.

The location, situated along Sunset Creek, is part of a corridor identified in the Hampton Community Plan and Kecoughtan Corridor Master Plan for future mixed-use and water-oriented commercial development. Public policies also support small business growth and improved land use synergy, aligning the proposal with broader city planning goals.

In its analysis, planning staff concluded that the project is compatible with surrounding uses and similar past restaurant approvals. Recommended conditions include limits on hours (5:00 a.m. to 12:00 a.m.), sound restrictions, maximum occupancy rules, and compliance with all licensing, including Virginia ABC regulations.

To date, no community meeting has been held by the applicant, though a public hearing and opportunity for comment will be part of the Commission’s review process at the meeting. Planning staff recommend approval of the permit, contingent on nine conditions aimed at ensuring safe and lawful operation.

The proposal is scheduled to be considered by City Council on August 13, 2025.

The Hampton Planning Commission is set to review a new use permit application on July 17, 2025, for the redevelopment of the former Lincoln Park Housing Development. The proposal, submitted under Use Permit Application No. 25-0195, aims to reinstate a previously approved plan to transform the vacant site into a mixed-use residential and commercial community known as Olde Hampton Village.

The property, located at the intersections of LaSalle Avenue, West Pembroke Avenue, West Queen Street, and Michigan Drive, is zoned Downtown Business (DT-1) District. A previous use permit for the site, issued in 2023, was nullified after construction failed to begin within the required two-year timeframe.

The current proposal includes 380 apartment units across four buildings—284 of which are market rate and 96 designated as age-restricted for seniors. Additionally, the development would feature 118 fee-simple townhomes and approximately 6,000 square feet of commercial space. Anticipated business uses include a childcare center and salon.

Community-oriented amenities proposed for the site include a central park, a clubhouse with a fitness center and pool, a dog park, and a pet washing station.

To proceed with development, the application seeks approval to deviate from several by-right development standards within the DT-1 zoning designation. These include:

• Off-street parking in the front yard of senior housing buildings.

• Reduced fenestration on ground-floor street-facing façades (15% versus the required 20%).

• Lower first-floor ceiling heights (9 feet instead of the 10-foot minimum).

• Modified finished floor elevations that do not meet the 36-inch height above sidewalk grade typically required.

A previously conducted Traffic Impact Analysis indicated minimal to no effect on nearby intersections, and no new community meetings were held for this application, as the development plan mirrors the one approved in 2023.

Planning staff has recommended approval of the application with nine conditions, including an extended timeline that allows up to five years for the development to meet construction benchmarks such as installation of doors, windows, roofing, and exterior finishes.

Originally announced as a $100 million to $130 million investment, the Olde Hampton Village project has been described as a transformative gateway for the surrounding community. The proposed design follows many of the principles laid out in previous public engagement sessions and city master planning efforts.
